If you make an animation to export as a GIF in Photoshop, you can look for the option to make a loop in the lower right corner of the "Save for Web" popup window... and choose "Forever" before you save it. Or you can choose "Forever" from the lower left corner of the "Timeline" while you are working on it.
If you´re using other software like GIFanimator or else, you should look for this option, because it´s got to be somewhere.
