Hi, I am interested in using just the builder and not hosting any websites. If I were to purchase the personal license would that include the ability to make multiple websites and just export the html files?

Personal allows 5 sites at a time in the dashboard.
You can always export the backup Project file, remove the site from the dashboard, and create more sites.
