There is no merging. Templates can't be merged. You can use only one template and only one template can be active.

what about creating a sign up and login portal for my nicepage website

You can have it only on WordPress and Joomla based websites. in HTML sign-up and login doesn't work as it has additional requirements.

How do i use joomla or wordpress to create it?

You can add it to the page and then export it into WordPress or Joomla
