I have the ''personal'' plan but from the online builder I can't create more than one unhosted site... while from the application up to 5 unhosted sites, is it a bug or is it done on purpose?

It's not a bug, or done on purpose.
If you look at the grid, it's there.
Personal plan.
One web app/hosted site.
Five sites at a time in the desktop app.
The "Designer app pack" should be renamed "Desktop app" and I recommended that a long time ago because of confusion.
