Allow me to explain a little more.
With the examples below: as long as the screen resolution is 1920 x 1080 or larger it will work as described below.
On this website version (with footer) it scrolls: https://site121140.nicepage.io/Home.html
On this website version (without footer) it does not scroll: https://testpage-7a6.pages.dev/
The problem with having a fixed block height as you suggested is that on a screen with a higher vertical resolution the space below the footer will look out of place. (See the screenshots attached with the method you suggested vs using the 100VH which allows the background to fill the entire page no matter the resolution.
So to recap a block height of 100VH MUST be used to ensure the background adapts to the view screen no matter the resolution. Therefore what is required is the ability to specify a percentage of the height the header and footer in relation to the body block. For example: the a 10%VH for header, a 80% VH for body block, a 10% VH for footer.
OR
The footer needs to be allowed to be set as a "Footer over block" the same way the header can be set as "header over block" allowing the body block to remain at 100VH and still adapt and look great no matter the resolution of screen being viewed on.
Do you have any work arounds to the methods suggested above or is this feature not available?

Align the size of your content area so it will fit your screen size. Do not change the header size. You need to set the block height. Try to set it to 600.
With another website that you've mentioned, it doesn't make any difference, both of the mare scrolling.
