The staff seems to be still on holidays since I asked a question yesterday and had no answer yet
So, here's mine (Design only) and hope that it'll help you :
1- Nicepage menu is always in the header which means that no position so far outside of the header block is possible for now (Correct me if I am wrong)
2- It also seems that nicepage hasn't yet the possibility to create vertical blocks
3- According to my experience so far, you can reproduce the same design you wish through this trick :
--- Create a grid (2 colums and second column with 2 rows) model is available
--- Left cell has no border nor color | Content is image then text (2 times), might be boxed
--- Right Cell : Upper one is a box + text with links (Transforms to buttons)
--- Right Cell : Bottom one is a form with a login

PS : If nicepage doesn't allow you a nil header, you can still create buttons and hide them through css.
PPS : Beware of the responsive (Check other devices for the initial render might not suit your expectations. If so, create another grid in the same block (3 rows grid for e.g with menu on top) and hide the original one according to you needs)
