Can i save my site by "Static HTML" if i have starter plan?

With Free Starter Plan you could export your Project as HTML from Nicepage Desktop.
If you were working with Nicepage Online Builder please export your project as a Project and import it into Nicepage Desktop to be able to export it as HTML.

Yes, from the desktop app. You might need to press Export twice.
The online/web app probably won't allow it.
