Yes. Unfortunately, you can add anchors to blocks in the usual way, however, you can use the HTML Element to create your custom texts containing the anchor.

2. Position and align it
3. Write the code in the Code property in the Property Panel. You can expand the Code if needed.

You create an HTML element and specify the anchor for your element, so you could connect any of your links with that anchor in the created HTML element.
