Without CMS, your clients will not be able to access a Nicepage site for editing. You can only export your site as a Project and send it to your clients.
If you want your clients to edit your pages directly on your site, please use the Client License feature. Please note that it works only on WordPress and Joomla sites. Here you can read more about it: https://nicepage.com/doc/25536/client-licenses
