Set it up in the Nicepage project file before export into HTML by using the HTML element.

Is there no way to select it from the interface and browse to the local file on my PC and "upload" it in to the block I am working on?

Please add the Video Element that corresponds to desired design from the Elements list (please be assured that the video size does not more than 10MB). Select Video upload option on the panel on the right >> select the prepared mp4 from your computer.
