Hello there
Is the Business Package Annual, $129 per month, or is it a one-time fee, for a lifetime?

It depends on what you see when you log into the site and look at the Premium page since it's different depending on when your account was created.
If you see that price for a lifetime license, that's what it is as long as you don't update your software after the year of updates is up.

You pay for updates. The price is per year, after that you can use the last update under your updates plan for lifetime. If you want to update the software after that, you'll need to renew the update license. updating to a version released AFTER your updates period will set you back to the starter version i believe. Which can be fixed by reinstalling the last version supported under your update license.

It can cause issues though.
If you update after your license expires to a newer version (which should never be done IMHO), and that updates your websites/files, you might not be able to go back to a previous software version and open the updated sites.
It's happened a number of times here on the forum.
