• would I be able to use the personal package to open my online store with online purchase facility

For that you need at least WordPress + Woocommerce plugin + Nicepage plugin. Then it would be possible to make an online store with Personal license, but the full functionality are available in PRO and Ultimate licenses.

• do you design and host the website for me

Unfortunately, we do not design the websites for our users, but you can use our hosting space for HTML websites.

• i have already purchased my domain name. will you be able to use it? ....co.za as i am based in South Africa

With premium license it's possible to assign a custom domain name to your website, but it would be simple HTML website. For the online store you need third-party hosting, WordPress or Joomla CMS installed, Woocommerce plugin or Virtuemart Extension and our Nicepage plugin to connect everything.
