Good morning

does Nicepage allow building frames websites?

like this example:
https://www.quackit.com/html/templates/download/preview.cfm?template=../frames/css_frames/3_rows_2_columns_a.cfm

Does it also allow creating rollover buttons (hover buttons)?

No, unfortunately. We have hover state for the button, you can test Nicepage with all its features for 7days.
