In this case
1) To be able to make sure that when scrolling, the block (not header) can stick to the top and remain, if necessary (STICKY - NOT STICKY)!
2) An automatic distribution tool like in illustrator for example
3) When we declare a button (except automatic menu), that we can have the states: normal | hover | clicked | + ACTIVE !
Active can be used to light a background, a color, a font to indicate that we are at the chosen anchor (interesting if this menu is sticky otherwise it is useless)
