Open the site for editing, navigate to the Pages menu in the left panel and at the top you would see the folder with a plus sign, click on it and create a new folder, then add pages to that folder.

You cannot add blocks, you can only add pages. Open the pages in the left tab and then drag one page by holding the three dots sign and drag inside the folder.

Ok great thanks I figured it out. By just draging it did not allow me ( I probably have an old version or something ) but I could move it to the folder by clicking on the three dots then Page Settings then choosing Parent Folder and t hen the folder I want the page to me in.
