Is there a plan without hosting?

It's actually pretty simple.
Look at the grid on the Premium tab, focusing on the Designer App Pack features, which is what the desktop app is called.
Once you pay for a license, updates for a year are included, and you can use the last version released before the updates expire indefinitely.
There's a 40% discount to renew if you want after the year is up.

The desktop app and web app/hosting were combined recently, with no increase in price.
If you plan on your own host, I'd recommend using the Desktop app, export, and upload to your host.

I know hosting is important, but the company I work for already has a hosting service. So your answer doesn't help me nor does the it answer the question I am asking.

Well, the short answer is yes you can build a website without hosting. However, if you are a beginner I would not recommend it, as setting up your computer to work as a hosting server can be very technical.
