Alternate text attribute is available for images. In this case, this picture is a cell background, which refers to styles, not to elements, and has no such an attribute.

Where i can set the Name of the image / Picture?

I can't find the part "Alternative Text".
Is it possible that it is not always displayed?

Your picture is a cell background. Cell background refers to styles, not to elements. Styles do not have attribute "Alternative text". This attribute have only elements, such as images. When you click on the Grid cell, you see Grid control (Gitter) to the right and settings for Active cell (Active Zelle), not Image (Bild) control. That's why you do not see this option.
