i have only i site the other 2 website i delete them but still asking payment when i want to export HTML.

You should still see the dialog, however, the Export button should work. Please provide a screenshot.

What happens when you click the Export button?

Yes. Also the picture instead of HTML turns out. Today I found out that I can’t pay from Russia, I’ve been making a website for a week, but I can’t buy a premium. What to do???

From you screenshot - https://resources.nicepage.com/450/75450/Untitled.png we can see that you've designed your website in the Online Builder, where export into HTML is not available. Export into HTML with the Free Starter Plan is available only in the Nicepage Desktop app. You can check by yourself, open the Nicepage Desktop app, try to export into HTML, press twice the export button.

If you still want to export your website into HTML and continue to design.
Choose a Project tab, export your website as a project and attach it to this ticket.

now i designed already my website and working on that more a 2 months, if i pay for 1 time i can add more page and i can export all my page as HTML or i have to pay 2 times?

1. can i import my files to Nicepage Desktop app and continue on there?

With premium license you will be able to work in the Online Builder and Nicepage Desktop app and export from Online Builder and import to the Nicepage Desktop app without any issues.

You can add unlimited number of pages and export your website without any issues.

Yes, you can. Just export your website as a project and press import in the Nicepage Desktop app, select the exported file and your website will be imported to the Nicepage Desktop app.
