how to make a button appear after xxx time.
example:
person accesses the page with a video and the register button only appears after 3 minutes.

You can try to add the Modal Popup with the Button that appears after some time. However, please note that the maximum interval is 15 seconds. Concerning the button itself, unfortunately, there is no option for appearing after some time. We have added this feature to our wishlist.
