These lines are the virtual borders of the sheet area, where you are placing your content. As readability is very important for a web page, it is recommended to place the content between these lines. However, it is definitely up to you how to design your page and you can place your content to take the full sheet width. These lines are only the recommended borders and they are not visible at the live site, so there is no need to move them - if you do not want to stick to these lines, just ignore them.
