I only want to use the site builder and get pages exported to HTML, I do not need any hosting plan or even other kinds of exports. Do you offer any special license for this?

The export option into HTML is also available in the Free Starter Plan for desktops only. Another premium plan only for the export into HTML is doesn't exist.

Yes. The Designer App Pack is a desktop app without hosting.
