Nicepage does not support multilingual sites. You can try to use some extensions for WordPress or Joomla sites that implement multilingual functionality and use the Nicepage theme and Nicepage plug-in on that site.

There is more advanced tool from Nicepage developers - Themler. Themler support multilanguage. You can easily create website with Joomla + Themler. But Themler is more for template creating, not for content. For content you can try to use Nicepage or SP Page Builder (that support multilanguage too) in combination with Themler.
