Please record video by any comfortable for you method.
After that, you could add your video to your website by adding Video Element

After that select the created Element and on the panel on the right choose the download option and upload your video file (or you can connect video Element with any youtube video as an example)

(a) How can a visitor to the currently being built website record his/her video?
(b) How does the Video link button get connected to laptop/iPad camera and audio for recording?
(c) How does the video get uploaded to the website database ?

There is no such functionality in Nicepage, you may need to use some external code to accomplish this.
