Hi! If I purchase the personal license, can I upgrade it later by paying the difference? Or I need to get a whole new license?

Within the first 30 days, pay the differenct.
After that, it might be more since the year of included updates is extended.
You can click the Extend/Upgrade license button online and find out before you decide.
