header on desktop moving around

Hello, finally going to move over to NP BUT on creating the header on the Windows desktop to create the template.
When I set up the header on one device type and then setup for a different mobile device, the previous loses the design.
How do you LOCK the design for the completed device.
Haven't tried the footer yet, but I suppose this will have the same issue.
It's like dealing with a classroom of kids, they never stay in the location you left them in.

There is no "lock" function.
Best practice is to move from left/desktop to right/mobile.
If things end up moving, you can select the troubled block and press the reset button and try again.

So nothing has changed over the years.
I thought they would have sorted the issue out a long time a go.
Come on guys, get it sorted, it is very frustrating and time-consuming.
