Thanks for the provided video!
You can uncheck Header over Block so the Block with the image would go down a bit. In this case, the Header will be a separate Block. Otherwise, this Block will always be at the top of your page because this is the first Block and it covers the Header. You can try to do that on your own and tell us whether it is what you need or not.
For positioning the background image inside the Block, you can use the Crop and Zoom options.
The viewport width of your browser is larger than the editor width Therefore, the image width as well as the height increases. Depending on the original image size, you can move the image in the Crop dialog.
