For shopping Cart : is it compulsory to use WordPress / Joomla, for it work?

I want my shopping cart to work by just using HTML (not WordPRess nor Joomla).

Meaning, after clients Add To Cart, and Checkout, they can make payment using 'payment Gateway'.

And all these processes do not use WordPRess/Joomla, but only HTML.

Can that be done?

No, there is no such possibility to add the full functional shop in the HTML site. You can only integrate a PayPal button to the products you design using the custom code from the internet.
