Header Issue while adding a block in a body.

Pl. check the attached file, every time a newly added block is going to be the part of Header Section. that disturbs the all pages.

Hi,
Pl. check the video for existing site. Here you can see that a new block automatically added in header section as well. So the header section is replicated to all pages that disturbs the complete site.

There are 2 scenario to replicate the issue:
1 - Created a new site, everything works fine - no replication of block in header section.
2 - Import header block in new site - problem starts here, every newly added block becomes a part of header section.

I attached my header and footer blocks. Pl. check with them.
Also tell me, is it possible to downgrade the version of now so that I complete my work asap.

I found an issue with my header, as there was a slider text in header, I remove the slider from header, Now all the stuff is working fine. Now, would you tell me how can I handle my text slider if I place it in header.
