Hello Mark,
Please specify do you have a one-page site or a site with a few single pages?
Building Menu links to the pages or links to the blocks as anchors have some differences with the desktop application and WordPress.
Please tell me which one are you using to build your site? Some screenshots of the issue with the menu would be helpful.
For the desktop application:
You can set the link to the menu item to be as block anchor on the current page or select another page for block anchor.
You can set the link to the menu item to another page from one project or other options, like:
