Thanks for being our customer!
If you delete your Menu on one page, the Menu on all pages will be deleted. This behavior is correct. Header and Footer are always the same on all pages.
Unfortunately, the only way for you is to recreate your menu from the scratch. Also, you can try to open your Project from backup if it is presented. Just go to your Dashboard and select the Restore Site from Backup option (if this Project is in Nicepage Desktop).
I had been having some persistant problems with my menue in some of my pages
Could you please clarify, what issues had you had with your Menu? Please tell us about them in detail.
