Thanks for being our customer!
Yes, you can make such hover effects using Nicepage. If you want to do the same thing as on the provided example, please do the following:
1) Add the Grid Element.
2) Click on the cell and enable Hover Animation on the right property panel.
3) Switch to Hover and select a background color for this state.
4) Save changes.
5) If needed, do the same actions with all Grid Cells.
You'll be able to see the effect right in the editor.
