I think this is a programming error and they should set it up correctly so that we don't need to create a block to use bulleted lists, this is meaningless.

In general, we recommend using a separate element for a bulleted list. Please refer to the screenshot. You can also use an icon and numbered list.

I can only use bullet creating blocks, but this gets in the way of the work flow.
Ideally, select the text and apply the bullet only to the selected text area.
