We are a Business to Business seller, and we are looking for a webstore that would allow product minimums, and tiered pricing depending on quantities ordered.

Thanks for your interest in Nicepage. Nicepage does not create a shop functionality, but it can create a template for WooCommerce shop extension for WordPress and for VirtueMart for Joomla.
So you need to have a shop functionality implemented on your site and Nicepage will do the template for it.
