For mobile layout you are right - the best practice is to use media queries.
In general, yes, the mobile-specific styles require media queries.
So the question is can have a background color white in the desktop and black in the mobile ?
Please try adding the following code to the Site Settings >> CSS:
.u-enable-responsive.u-offcanvas .u-nav-popup .u-nav-link
{
background: black;
}
This code is specific for the responsive panel and does not need media queries.
