Well, technical freaks in germany know, that with "Website Einstellungen" is regarding the complete site, and "Website Einstellungen" means only the special page, but I´m not sure, if everbody understands the difference.

Maybe:
above "General page settings / Generelle Seiteneinstellungen"
right menu: "Specific page setting" / "Spezifische Seiteneinstelltung"

or

above "Seiteneinstellungen (Alle Seiten)"
right menu "Seiteneinstellung (Einzelseite)":

Probably some translation issues. The top option is the Site Settings that adds the SEO tags for the whole site. The option in the right panel in the Page settings is the Page Options and these SEO settings will be specific for each page.
