Changelog for patches

The current release notes are only for minor versions, not patches (e.g. only for 3.19 and not 3.19.4).
Would it be possible to publish changelogs for patches as well?
They wouldn't have to be as "showy" as release notes for the minor versions, simple-ish list would be fine.
