You can export your website to WordPress even if you don't have a Premium license. For doing this, just click on the Export button twice after appearing the popup.
Also, please note that wordpress.com is a service for creating a blog while wordpress.org is a service when you can download WordPress and install it on your website.
If you want to create a template for a wordpress.com blog, you cannot do it on Nicepage. Unfortunately, we don't provide designing templates for wordpress.com.
It is possible to create a template only for the WP-based sites.
