I want to buy the designer app business pack but I don't have enough money right now. Can I please buy the personal pack and upgrade to business pack later? If yes, do I have to pay in full for the business pack or I just have to top up what I've already paid for the personal pack.

You can purchase the Personal Edition and upgrade when you want. The upgrade is possible between editions for the price difference, you won't need to pay the full package price. On the Premium licenses page, click on the "Upgrade" button next to your current license.
