Yes, it is relevant for SEO but by optimizing the code.
For different pages, different CSS files absolutely normal. And sometimes, instead of making one big chunky CSS file, it's better to split it into several files, and the page that the user is viewing is connected with appropriate CSS styles instead of loading one big file with CSS styles.
Hopefully, it makes sense :)
Is it possible that all CSS rules from index-fonts.css are also included in fonts.css?
It is possible. You just need to know which files and styles are related to each other.

My newest page is https://www.robust24.de . As you can see, each page loads two css files for the fonts. For index.html it is fonts.css and index-fonts.css. For https://www.robust24.de/impressum-datenschutz.html it is fonts.css and impressum-datenschutz-fonts.css.
Is it possible that all css rules from index-fonts.css are also included in fonts.css? It is not allowed to attach css files :)
