If I make any changes to the blocks, any blocks below this are SCREWED when I publish to my ftp at
http://alienpetshop.com
My screwed I mean the formatting goes berserk!!!
The site looks fine in the local preview.

As another data point and maybe a separate issue, I have changed a block to use a video BG instead of a gif. The gif is STILL listed in the .css if I inspect f12 and I can see it erroneously repeating/filling the BG. This is in .u-section18.

These seem to be somewhat related issues.

Ok. I figured out some of what was happening. Cloudflare was caching the site. I put cloudflare into DEV mode and not the issue with the .GIF background is better. I still need to confirm the issue with editing blocks.

your site is great - but it's too heavy...it loads very slow...
Try optimizing those graphics ...

Thanks for the feedback! That is what I am in the process of doing. I have the image payload down to 2MB.

I do not see any issues with the display of your site. And also section-18 block is empty. Please explain what issue do you have now and provide some screenshots.
