Hello Jeff,
The menu is part of the Theme and can be edited in the Nicepage application with further import into Joompla or you can manage your Menu from Joomla with the Nicepage Theme applied on each page.
Please have a look at these tutorials here and here on how to set the Menu in Joomla.
