crazy idea of a client - half hidden rounded image almost hidden off the page

Do you mean something like this?

If yes, then it can certainly be done. But before adding the image, it needs to be cropped as a circle, then cropped in half again, because if you tried to insert the entire image (circle) in the block, it will be seen from outside the block's border.

and if the upper and lower part of the rounded image would be cut by the borders of the block, but not overlapping the block to upper and lower black? Is it possible, or in order to get such result, I would need to create the background in Photoshop?

They won't be cut, because the block will be resized automatically as you can see in the screen recorded video: http://somup.com/crhf67FAyD

You can, of course, create the background in Photoshop first, then attach it to Nicepage as an image and set it as a background.
