Why do I get the message that my desktop application cannot be activated because there is supposedly no license. But ultimatelicense is available and is it active?

Why do I get the message that my desktop application cannot be activated because there is supposedly no license. But ultimatelicense is available and is it active?
Vote to pay developers attention to this features or issue.
