Create Internal Pages URLs

you have the "block-anker" for each block (in web and desktop designer)
just note what is in there or name it as you wish f.e. "contact"
and then put the link into the menu as you wish to point to that section "yoururl.com/#contact"

Technically, each block does have its own URL.
https://www.site.com/#blockID

If you have website with one page then you can make Block Anchors.
In menu items choose the item, go to Link Settings >> Block Anchor >> Select any Block as your anchor on the page

Thank you for your answer, Ahmad. Unfortunately it didn´t work.
Once the site I created is all in one page, create new pages don´t do what I actually need.
What I want is that each block of the site could have its own URL adress, so when the user scrown down navigating in the page the URL could automatically change.

The same applies for Online Builder, Desktop, and WordPress plugin, check at the top your current Page you at, press and in the popup list press +Add Page.
