That's not what I want. With reload the Submenu is disappeared on mobile.

For the submenu, you can choose one of the 2 options:
1. On click: does not allow opening the parent link because in this case, the parent item becomes a separator that only opens the submenus;
2. With reload: loads the parent item link and opens the submenu. But in this case the parent link should have the link that will be loaded.

In your case, the parent item is a block anchor, thus why the submenu doesn't open and the page won't load. You can replace the parent item link with a link that reloads the page. You can do that in the Menu Items > Link Settings.

If you asking about option 2 in the answer above.
That means that you need to have the "with reload" option "on" firstly.
And your link of a parent menu item must reload the page (if your link leads to the block anchor on the already loaded page, re-load does not happen and subitems will not shown).

Your answer is not the solution to my problem. I want the submenu of "SERVICE" to be displayed in the mobile view, and that when I click on "SERVICE" the corresponding point is opened, whereby the menu must disappear. Please correct the bug in the program.

Thanks for the explanation.
Unfortunately, for now, you cant achieve the menu behavior you want. It's not a bug, it's how our menu was designed to work.
With the enabled "with reload" option, if after a click on the parent item actual re-load of the page is not happening, the opening of submenu items not happened as well.

The only possibility is to use the "on-click" option, you will see submenu items after clicking on the parent item, but scroll to the block anchor will not happen.

We will add your suggestion about the submenu to our wishlist.
