How do I change the order in which the elements are displayed,

such as foremost, front, or last?

I can't find it in the help, and I'm having trouble.

If you select the element you want to move, it should bring up the blue context box on top.
There should be an elipsis (three ...), and if you click that, it should give you options to move either forwards or backwards.

I've discovered how to do it.

The command was not in the right sidebar, but in the right click of the element.

Correct. Or, you can click on the 3 dots that appear on top of the element you want to move.
