I think I may have found a workaround to this, if you're using the Wordpress Nicepage Plugin.
Wordpress allows you to create multiple menus. (outside of Nicepage). Nicepage reserves the first 2 menu items for the Nicepage Header and Footer, of which there can be only one.
However if you create a new Wordpress Menu (under Appearance > Menus), you can then add that menu to a Nicepage block as a Add Wordpress Element > Wordpress Menu.
In doing this, you'll have to maintain your menu using the Wordpress Menu UI, but it will let you create multiple Menu headers if that's your need.
