why is it requiring to upgrade to premium?

I have the business plan. I have built and deleted several sites learning how to use the platform. I currently have (3) un-published sites and want to build a 4th. My current level should more than cover (4) sites. WHy is it requiring to upgrade?

If you are using the online Business plan, it appears to cover 3 sites.
If you are using your own host and using the desktop app, I'd log out and log back in.
