I have built and deleted sites during my learning curve. I currently have 3 sites built that are not published yet. I need to build 1 more which I believe is well within my allotment of the business plan. Why is it asking me to upgrade to premium?

Thanks for using Nicepage! For building more than 3 sites, you need to upgrade your license to the Hosting Pro or Ultimate. Your license (Nicepage Hosting Business) includes only 3 sites.
