Is the price for personal $59.00 is only 1 time or every year?

Thanks for your interest shown at Nicepage.

$59 for Personal Plan in Desktop App Package is a lifetime license. After one year you still can use the Nicepage software but without updates.
It is up to you if you decide to extend updates or upgrade the package you can do that from your License chart.
